Welcome to Gold Coast Health Plan’s Cultural Competency Training. We created these online training modules to help you work with vulnerable populations and increase your awareness of the diverse health care needs of our membership. We hope you enjoy the training modules and we encourage you to share them with your staff and other providers.
Training Overview
GCHP is required to provide annual Cultural Competency Training to staff, participating network providers and delegated entities. The training is mandated by the state Department of Health Care Services (DHCS) and the Centers for Medicare & Medicaid Services (CMS) to ensure staff, providers and delegated entities are meeting the unique and diverse needs of all members. All providers and GCHP staff must complete this training.
There are four training modules:
- Module 1: Language Assistance Services
- Module 2: Cultural Competency and Patient Engagement
- Module 3: Gender Identity and Transgender Health Care
- Module 4: Additional Training Resources
Upon completion of the training, you will be able to define:
- “Cultural Competency” in the health care setting.
- “Health Literacy” in the health care setting.
- “Clear Communication” in patient / provider encounters.
You must sign and return an attestation form to GCHP upon completion of each module.
The language assistance services online training provides information on:
- How to access interpreter services:
- Telephone services: No form is required. Contact the telephone services provider and provide your access code. If you don’t have the access code, contact GCHP’s Cultural and Linguistics Services at 1.805.437.5603 to obtain it.
- In-person services: Fill out the In-Person Interpreter Request Form.
- Sign language services: Fill out the Sign Language Interpreter Request Form.
- Translation services
- Alternative format requests
- Cultural and health beliefs
- Plain language – Limited English Proficiency (LEP)
- Readability and suitability of member-informing materials
- Knowledge checks
Upon completion of this module, the Cultural Competency Training Acknowledgement Form must be signed and returned to GCHP.

The Cultural Competency and Patient Engagement online training was developed in collaboration with Health Industry Collaboration Effort (ICE). The training is mandated by the state Department of Health Care Services (DHCS) and the Centers for Medicare & Medicaid Services (CMS) to ensure staff, providers and delegated entities are meeting the unique and diverse needs of all members. Federal requirements dictate that provider directories note which providers have completed cultural competency training.
Upon completion of this module, the Cultural Competency Training Acknowledgement Form must be signed and returned to GCHP.
The Gender Identify and Transgender Health Care seminars were hosted by GCHP’s Cultural and Linguistic Services in 2020 and 2017. They featured guest speakers Jake Donaldson, MD, from Santa Paula West Medical Group's Pride Clinic, and Sean S. Baker, LMFT, with The New Beginnings Center in Camarillo.
These videos provide information on gender identity and LGBTQ health care best practices and challenges. They will help you understand how to be culturally competent and how to create safe and welcoming environments for your patients.
You can watch one video or you may choose to watch them both. The 2020 video is 1 hour 38 minutes long; the one from 2017 is 36 minutes long.
Upon completion of this module, the Cultural Competency Training Acknowledgement Form must be signed and returned to GCHP.
