Leadership

Theodore Bagley
Chief Diversity Officer

Theodore Bagley is the chief diversity officer at GCHP. Mr. Bagley is responsible for all aspects of the Plan's diversity initiative. Under the administrative direction of the Ventura County Medi-Cal Managed Care Commission , Mr. Bagley is tasked with ensuring that the Plan offers a workplace that is characterized by a culture of inclusion, engagement and high performance.

Mr. Bagley recently retired as vice president of human resources for Amgen Inc. He has served in executive management positions in the human resource departments for Dell Computers and for 25 years with the General Electric Company. Currently, Mr. Bagley serves on the foundation boards of California State University, Channel Islands and Gold Coast Veterans and is a past board member of the Moorpark College Foundation. He is a former member of the Presidents Circle for the Big Brothers and Big Sisters Organization.

Mr. Bagley earned a Bachelor of Science in Business Administration from Franklin University in Ohio and a Master of Education and Counseling from North Carolina Central University.

Robert Franco
Chief Compliance Officer

In his role as chief compliance officer, Robert Franco enforces company-wide policies and procedures that are mandated by federal, state, and local regulations. He is responsible for the strategic direction and management of GCHP’s delegation oversight and privacy programs, including the Health Insurance Portability and Accountability Act (HIPAA). He also oversees the legal coordinator functions and serves as a liaison between GCHP and regulatory agencies.

Mr. Franco joined GCHP in 2019 with more than 20 years of experience in the administration the Medicaid and Medicare health insurance programs and commercial plans. He has held progressive roles in regulatory compliance, beginning with a previous stint at GCHP from 2012-2013 as the compliance program manager for delegation oversight.

Throughout his two decades of working in the health care industry, including more than five years as compliance manager at Anthem, Inc., Mr. Franco has dedicated himself to ensuring that beneficiaries receive high quality care and services that are in line with regulatory requirements.

Mr. Franco has an associate degree in Business Administration from American Intercontinental University.

Felix Nuñez, MD
Chief Medical Officer

Dr. Felix L. Nuñez is the chief medical officer (CMO) of GCHP, providing strategic direction, oversight, and evaluation of its medical programs. He leads GCHP’s quality improvement, utilization management, care management, disease management, health education, and pharmacy teams.

Born and raised in Los Angeles, Dr. Nuñez identifies as an Angeleno and second generation Mexican-American, who was raised in El Sereno, a Latinx community in northeast Los Angeles. He is a board-certified Family Physician with extensive clinical and administrative experience in both the private and public sectors.

Prior to joining GCHP in 2022 as associate chief medical officer, Dr. Nuñez served eight years at Molina Healthcare of California as Inland Empire regional medical director. He is formerly CMO and past interim chief executive officer of the Family Health Care Centers of Greater Los Angeles, a Federally Qualified Health Center in southeast Los Angeles. His prior work has included serving as the vice president of clinical services for the Community Clinic Association of Los Angeles County, medical director of The South Central Family Health Center, assistant medical director with the Los Angeles County Department of Health Services, and assistant clinical instructor in the Harbor-UCLA Family Medicine Residency Program.

Dr. Nuñez earned his Bachelor of Science in Biology from Loyola Marymount University, his Doctor of Medicine degree from Harvard Medical School, and Master of Public Health from the UCLA School of Public Health. In 1998 he completed a residency in family medicine at the Harbor-UCLA Medical Center, and in 2005 was a fellow in the Primary Health Care Policy Fellowship of the U.S. Department of Health and Human Services.

He has held clinical appointments with the David Geffen School of Medicine at UCLA and the Keck School of Medicine. He served on the Primary Care and Prevention Subcommittee of the California Future Health Workforce Commission. He is a member of the California Medical Association, the California Academy of Family Physicians, the American Academy of Family Physicians, the Los Angeles County Medical Association, the Massachusetts Medical Society, and the Association of Clinicians for the Underserved, where he completed two terms as president. He currently serves on the boards of Latinx Physicians of California, the Legislative Affairs Committee of the California Academy of Family Physicians, the San Gabriel Community Foundation, and the Ramona Convent Secondary School.

Alan Torres
Chief Information Officer

Alan Torres joined GCHP in 2021 with more than 25 years of experience in health care Information Technology (IT) and global IT delivery supporting all lines of business. In his role as chief information officer, Mr. Torres is responsible for the identification, development, implementation, and maintenance of all technology systems, solutions, and services to support GCHP’s business functions. In addition, he is leading GCHP’s technology modernization strategies and transformation efforts. Mr. Torres also serves as GCHP’s Information Security Officer, responsible for all information security functions.

Mr. Torres has held senior leadership roles at some of the largest health plans in the country: Health Net, Kaiser Permanente, Anthem, and most recently, Centene. He has led enterprise architecture organizations, application and data modernization initiatives, and has led Agile and IT transformation journeys.

Mr. Torres earned a Bachelor of Science in Electrical Engineering from Loyola Marymount University in Westchester, Calif.

Nancy R. Wharfield, MD
Chief Medical Officer

Dr. Nancy R. Wharfield is currently serving GCHP in an advisory role. After 12 years at GCHP in various capacities, she will be retiring as chief medical officer in 2023.

Prior to joining GCHP, Dr. Wharfield served as physician executive at CenCal Health, where she was responsible for utilization management, case review and policy and guideline development. At WellPoint, Inc., she served as a physician adviser and worked on all state-sponsored business, including Medi-Cal.

Dr. Wharfield earned a Bachelor of Arts in Sociology from University of California, Santa Barbara and her medical degree from University of California, Los Angeles.

Michael Murguia
Executive Director of Human Resources

Mr. Murguia joined GCHP in 2020 with more than 30 years of experience as a human resources professional for Fortune 500 companies in the telecommunications, biotechnology, and defense industries.

As executive director of Human Resources for GCHP, Mr. Murguia is responsible for recruitment, performance management, training, HR regulatory compliance, policy development, employee relations, compensation and benefits administration, employee activities and events, and employee health and wellness.

Mr. Murguia started his career in business operations at GTE and then moved to Amgen Biotechnology Corp., where he held many leadership roles in HR. He developed expertise in strategic planning, organizational development, leadership development, mergers and acquisitions, international human resources, and labor relations. He also led several international initiatives, including the acquisition of a pharmaceutical manufacturing facility in Ireland and the development of a state-of-the-art facility in Singapore. Most recently at Northrop Grumman, Mr. Murguia supported global operations and supply chain as the head of HR for the Aerospace Systems sector. He held a top-secret clearance and helped deliver key products and initiatives for classified and unclassified programs.

Mr. Murguia has a bachelor’s degree in Business Administration from the University of Redlands. He also holds various credentials in executive Human Resources from the Ross School of Business in Michigan, the University of Michigan, the UCLA Anderson School of Management, and the USC Marshall School of Business.

Marlen Torres
Executive Director of Strategy and External Affairs

Marlen Torres is the executive director of strategy and external affairs for Gold Coast Health Plan. Ms. Torres joined GCHP in 2014 and is responsible for monitoring proposed local, state, and national policy initiatives that may impact GCHP. She works with other Medi-Cal plans and state and federal trade associations to advocate for continued access to quality health care for GCHP members. She also meets with local, state and federal officials on a regular basis to ensure that the interests of GCHP members are represented during policy discussions and program improvement initiatives. Ms. Torres also oversees GCHP’s strategic vision and planning initiatives and advises the chief executive officer on all policy and external relations matters.

In 2018, Ms. Torres earned a policy fellowship with the Association for Community Affiliated Plans (ACAP), an advocacy organization representing public plans across the U.S. During her time in Washington D.C., she worked on various federal Medicaid policy initiatives and researched the role education and employment play in health. She published a white paper, “Where Education, Employment and Health Meet,” which was highlighted in 2019 during a U.S. Senate policy forum hosted by ACAP.

Ms. Torres currently serves on the Ventura County Behavioral Health Advisory Board and the Women’s Economic Roundtable. She previously served on Oxnard’s Commission on Homelessness.

Ms. Torres received her Bachelor of Arts degree from the University of California, Santa Barbara and an MBA from California Lutheran University.

Scott H. Campbell
General Counsel

Scott H. Campbell is a partner at Best Best & Krieger and is the Practice Group Leader of the firm's Municipal Law Practice. For more than 30 years, his practice has concentrated on municipal and public entity representation.

In addition to serving as GCHP's general counsel, Mr. Campbell currently serves as city attorney for the City of Avalon on Catalina Island and as the general counsel for the Catalina Island Medical Center.

Mr. Campbell has served on the Board of St. Anne’s Maternity Hospital, and is the past president of the Board of Trustees of St. Anne's Foundation. He also previously served as president of the City Attorneys Association of Los Angeles County.

Mr. Campbell graduated magna cum laude and earned a Bachelor of Arts from the University of California, Berkeley, where he also graduated with Phi Beta Kappa honors. He has a Juris Doctor from University of California, Los Angeles. Mr. Campbell has been named a Super Lawyer for more than a decade and was recently named to the 2022 Best Lawyers in America list.
